I'm bow/bow and play medium-long range and I still top DPS/damage done in dungeons. Nevertheless, in most dungeon's it wouldn't matter that much unless you're running veteran dungeons and you really need to min-max your DPS. You can counteract this passive by getting the vateshran arena bow which increases snipe damage based on how close you're to your target. True that's the only passive that need's to be changed as it contradicts endgame gameplay where whole groups are stacked near each other. Near my peoples told not good deal for in dungeons because bow need far range to monsters(bow passive) so not good to healer and synergy. I run bow/bow in PvP too during this event and it's fun/strong. As for endgame trials, it does lack behind the dw/bow builds or other stam builds in general. I'd say bow/bow is fine in dungeons, maybe not the best for solo play but definitely doable.
